While a lot of internet providers provide tools, programs to facilitate making a website, isn’t it a good idea to do it oneself?

If your expectations are not to critical or professional, that could do the job. Often there's no need to program one line of code at all and  making a good-looking page seems to be like child play and the prices are low or even zero. That said, I would not recommend this solution for professionals.

LIMITS AND RESTRICTIONS

The options are usually too limited to play a big game. Yes, your might look beautiful but the case does not stop, consider that it is not just aesthetics that count. Do not construct your site as if it was an ad in a magazine

RESOURCES.

Server resources are usually limited and that can slow down your site if the number of visitors is important. 40% of people abandon a website that takes more than 3 seconds to load.

THE INNARDS OF THE BEAST

It is impossible to take a look at the code, nor change it or judge if everything is working in your interest. Certainly for free or cheap websites, the sheer number of websites with its back-links is central for the provider, not so the effectiveness of your website.

ARE YOU REALLY THE OWNER?

In a lot of cases, you do not really own the site so you can't take it with you if you decide to move to another provider - for whatever reason. Moving can be painful or not possible.

LIMITED SEO OPTIONS

Options are very limited. You have accès to the design and can create texts and but that's it.

A number of providers still use Flash™ - a technology in decline - that most search engines cannot read, while Google  recently dumped it. So you might not be referenced optimally in search results.
